Is Madeira a good destination with a baby or toddler?

Yes. Mild weather, short flights from western Europe, no jet-lag, safe tap water and excellent healthcare. The main caveat is terrain — Funchal old town is steep and cobbled, so a baby carrier is far more useful than a buggy. The Lido promenade, Calheta and Porto Santo are buggy-friendly.

Are there sandy beaches in Madeira for kids?

Two: Calheta (imported Moroccan sand, calm bay, lifeguarded) and Machico (golden sand, town beach). Most other 'beaches' are black pebble or natural sea pools (Porto Moniz, Doca do Cavacas, Seixal).
